Non-submittal documents still belong to the project because they are used in the project or become part of the project record. In construction quality management, not every document is a submittal for owner review, but those created or used during work—like field reports, inspection notes, test results, correspondence, and meeting minutes—play a role in how the project is executed and documented. They provide evidence of what was done, support decisions, and form the official project file for future maintenance, audits, or claims. So, a non-submittal is either used in the project as it progresses or retained as part of the project record. It isn’t simply discarded or treated as the contractor’s private property, and it isn’t automatically destroyed at closeout.
